General Chair's Welcome Address
On behalf of the ICAST2011 Committee, it is my great pleasure to welcome you to Abuja City for the 3rd IEEE International Conference on Adaptive Science & Technology 2011 (IEEE ICAST 2011).
Established in 2006, ICASTR8 is the most research-oriented, open-call, peer-reviewed & international technology conference held in the West African sub-region. We aim to nurture ICASTR8 to the status of esteemed IEEE conferences such as GLOBECOM and ICC. It was realized that most good-quality conferences are held in developed countries, which poses several challenges to researchers in developing countries, including: (a) refusal of visas to attend such conferences, (b) not being able to afford the expenses associated with such conferences owing to high conference fees, high airflight tickets, and high hotel accommodation. Thus ICASTR8 was established to alleviate these issues and enable appropriate linkage between peers in developed and developing countries.
IEEE ICAST brings together researchers from academia and industry working in all areas of technology, electrical engineering, telecommunications and networking. Abuja City reigned as the capital of Nigeria. With the theme of "Catching Up with Technology," the conference is expected to provide opportunities to rethink about how to bridge the digital divide between developing and developed countries. The technical program will consist of several technical symposia, tutorials, workshops and business forums. Additionally, industry-led exhibitions in technology s will be held. We sincerely hope you will find the conference attractive and fascinating.
Your participation in ICAST 2011 is surely to be an enduring experience. Co-Chair's Welcome Address
Welcome to Abuja, Nigeria for the 3rd International Conference on Adaptive Science and Technology (ICAST) 2011 to be held at one of the coziest hotels in Abuja.
For those of you who have never been to Abuja, it is a very modern city built from scratch and is the federal capital city of the Federal Republic of Nigeria. I hope you have a successful conference and an enjoyable time here.
ICAST is an IEEE double-blind refereed international conference bringing together researchers, academics, industry professionals, developers, policy makers, administrators & all interested in insightful dialog that promotes innovative & research-oriented strategies that advance our technologies. ICAST 2011 is also a venue for networking experts and practitioners from all over the world engaged in all areas in information & communications technologies (ICT), electrical & electronic engineering, computer science & engineering, and related areas.
ICAST also provides an opportunity for companies and organizations to showcase their products & services, and for entrepreneurs to explore investment opportunities. The first ICAST meeting was successfully held 10-12 December 2007 in Ghana with two ministerial addresses and participants from several countries. The second ICAST meeting was held in Protea Hotel, Accra, in Ghana in Dec. 2009. There were over 96 presenters from more than 27 countries. This was an increase over 2007. This year is also the first time ICAST is being held outside Ghana.
We plan to have for you some interesting invited keynote speeches on the latest technologies, a stimulating technical conference, some engaging tutorial sessions and a very enjoyable social program.
Our aim to nurture ICAST into a top-rated IEEE Region 8 conference that rotates around member R8 countries is coming to fruition. Our goal is to build ICAST up as the premier IEEE annual conference in IEEE Region 8 show-casing the latest advances in electrical engineering technology, ICT and related areas. The next date and venue of future ICASTs will be decided at the 2011 conference.
This ICAST 2011 in Abuja, Nigeria promises to continue to build upon the success of previous ICASTs. We hope you will begin planning to attend and plan to “Catch up on Technology”.
